Procedure for Establishing a Business (Esicintsini)
A formal compliance framework for entrepreneurs — men and women — seeking to establish businesses within traditional structures. It ensures alignment with cultural protocols, community governance, and statutory requirements in the Kingdom of Eswatini.

Building or developing business premises without King’s Consent attracts a fine. Always obtain the required consent before commencing construction.
Process Steps
Follow these steps in sequence for full compliance
Application for Land
The prospective entrepreneur (Somabhizinisi) must formally approach the Indlunkhulu (chief) to request land for business purposes. The Indlunkhulu appoints a messenger (umgijimi) to escort the applicant to the Commercial Amadoda Trade Office.
Site Inspection and Blessing
The Commercial Amadoda schedules a date to inspect the proposed site. If deemed suitable, the site is blessed in the name of His Majesty King Mswati III, signifying royal approval for business use.
Community Endorsement
The chief and libandla (council) must endorse the allocation to prevent disputes. Following endorsement, the entrepreneur completes the King’s Consent Form. The King’s Consent confirms the land designated for business use and may authorise one or multiple enterprises.
Commencement of Development
Upon receipt of King’s Consent, the entrepreneur may begin construction or development of the business premises. All construction must comply with local building standards and constitutional requirements.
Health and Safety Compliance
The entrepreneur must invite the Health Inspector to assess the premises. Approval ensures compliance with hygiene and safety regulations.
Licensing
After health clearance, the entrepreneur proceeds to the Licensing Officer. The Licensing Officer issues the business licence, legally authorising operations. At this stage, the business is formally recognised and permitted to commence trading.
